Approbation de l\u2019Ordre du jour<\/strong><br \/>\nPropos\u00e9 par Mary Carman, second\u00e9 par Hania Grabowski. <em><strong>Approuv\u00e9<\/strong><\/em><\/p>\n<p><strong>2. Mot de bienvenue et introduction<\/strong><br \/>\nBob Kerr ouvre l&#8217;Assembl\u00e9e en remerciant M. le Maire Jacques Laurin et la Conseill\u00e8re Mireille Brazeau de leur participation. Il mentionne que c\u2019est la 70e Assembl\u00e9e g\u00e9n\u00e9rale annuelle de l\u2019Association du Lac McGregor.<\/p>\n<p><strong>3. Mot du Maire et de la Conseill\u00e8re<\/strong><br \/>\n&#8211; Bob Kerr pr\u00e9sente le Maire et demande que toutes les questions portent que sur les lacs.<br \/>\n&#8211; Le Maire Laurin est heureux de participer \u00e0 l\u2019Assembl\u00e9e et d&#8217;y voir plusieurs de ses voisins du Lac McGregor.<br \/>\n&#8211; <em>R\u00e8glements nautiques<\/em> : Il est heureux des r\u00e9sultats des consultations de l\u2019ann\u00e9e derni\u00e8re qui augmentent le tarif quotidien pour les non-r\u00e9sidents ce qui r\u00e9duira le nombre de bateaux et augmentera le niveau de s\u00e9curit\u00e9 et aidera \u00e0 prot\u00e9ger nos lacs. Il ajoute qu\u2019on se doit toujours de prot\u00e9ger nos lacs si nous voulons les pr\u00e9server. Il mentionne que d\u2019autres lacs se tournent vers VDM pour son expertise. Il esp\u00e8re que les r\u00e9sidents supporteront aussi les r\u00e8glements et ne donneront pas acc\u00e8s aux embarcations qui ne peuvent plus se servir des rampes publiques.<br \/>\n&#8211; <em>PDE<\/em> : Le Maire a mentionn\u00e9 la collaboration depuis l\u2019automne. Il mentionne que les proc\u00e9dures vont bon train et que le produit final sera tr\u00e8s utile. Les sections municipales de l\u2019Urbanisme et de l\u2019environnement font partie du comit\u00e9 directeur du PDE de m\u00eame que trois membres de la communaut\u00e9 repr\u00e9sentant l\u2019agriculture, l\u2019environnement et les aspects administratifs. Des annonces auront lieu le 21 juin et le financement de l\u2019ABV des 7 devrait \u00eatre approuv\u00e9.<br \/>\n&#8211; Mireille Brazeau comprend que les gens voudraient que le PDE progresse plus rapidement mais croit qu\u2019il y a des \u00e9tapes initiales importantes qui assureront le succ\u00e8s du projet. Elle mentionne qu\u2019il y a un groupe de personnes engag\u00e9es, motiv\u00e9es et que l\u2019administration en place a une vision de 8 \u00e0 10 ans.<br \/>\n&#8211; Le Maire mentionne aussi la nouvelle \u00e9cole. Il souligne que la Municipalit\u00e9 a un taux de croissance \u00e9lev\u00e9 qui a accru de 50% depuis 2008. Quelque 350 nouvelles demeures se sont construites depuis les deux derni\u00e8res ann\u00e9es et environ 40 nouvelles constructions cette ann\u00e9e.<br \/>\n&#8211; Quant au projet MCL, le Maire mentionne que le pr\u00e9-projet est approuv\u00e9, l\u2019\u00e9tude environnementale est faite de m\u00eame que les \u00e9tudes de mise en \u0153uvre qui respectent la l\u00e9gislation municipale et provinciale. La municipalit\u00e9 surveille le tout de pr\u00e8s. Il ajoute que les demandes pour une marina n\u00e9cessiteront des autorisations provinciales.<br \/>\n&#8211; Mary Carman mentionne que les membres avaient recueilli des fonds en vue du PDE et demande des rassurances que les fonds iront pour des activit\u00e9s b\u00e9n\u00e9ficiant les lacs et non pour d\u2019autres aspects de l\u2019\u00e9tude, par exemple les carri\u00e8res. Elle mentionne \u00e9galement qu\u2019une ann\u00e9e est une tr\u00e8s longue p\u00e9riode de temps. Le Maire mentionne que les \u00e9ch\u00e9ances plus longues feront en sorte que le rapport sera plus d\u00e9taill\u00e9 permettant ainsi de trouver des solutions pour la protection de nos lacs.<br \/>\n&#8211; Ren\u00e9 Parent, nouveau Pr\u00e9sident de la F\u00e9d\u00e9ration des lacs, mentionne qu\u2019il ne semble pas appropri\u00e9 que la F\u00e9d\u00e9ration n\u2019aie qu\u2019un repr\u00e9sentant sur le Comit\u00e9 qui se penche sur des \u00e9tudes et des analyses que la F\u00e9d\u00e9ration a men\u00e9 depuis 4 ann\u00e9es. Le Maire lui demande de lui fournir par \u00e9crit une demande pour sa consid\u00e9ration.<br \/>\n&#8211; Gary Anka a r\u00e9it\u00e9r\u00e9 l\u2019importance du projet et croit que la collaboration est essentielle au succ\u00e8s. Il mentionne que selon le plan de travail original, l\u2019\u00e9ch\u00e9ancier de 14 semaines aurait permis d\u2019avoir des r\u00e9sultats en juin, de sorte \u00e0 chercher des commanditaires pour mettre en \u0153uvre des recommandations. Le Maire a parl\u00e9 de projets ant\u00e9rieurs qui ont \u00e9t\u00e9 entrepris rapidement et oubli\u00e9s aussi rapidement, par exemple H2O. Il croit que l\u2019approche en cours sera plus b\u00e9n\u00e9fique \u00e0 long terme.<br \/>\n&#8211; Bob Kerr remercie le Maire et les conseillers de leur participation.<\/p>\n<p><strong>4 . Qualit\u00e9 de l\u2019eau \/ Bassin versant M\u00e9lanie Renaud<\/strong><br \/>\n&#8211; M\u00e9lanie Renaud mentionne que la grande participation des membres de l\u2019Association est en grande mesure la raison de la qualit\u00e9 de l\u2019eau du lac McGregor. Contrairement \u00e0 d\u2019autres lacs, le Lac McGregor est en bon \u00e9tat mais elle maintient qu\u2019il faut continuer de tester l\u2019eau et se pencher sur l\u2019\u00e9tat de nos eaux et rives. Dans l\u2019\u00e9tude de l\u2019an dernier, il n\u2019y a pas de probl\u00e8me de phosphore mais qu\u2019il y avait des probl\u00e8mes d\u2019oxyg\u00e8ne \u00e0 certains endroits comme c\u2019est le cas dans d\u2019autres lacs. Les r\u00e9sidents peuvent s\u2019assurer que la berge a une v\u00e9g\u00e9tation que agit comme un filtre et \u00e9loigne plusieurs des \u00e9l\u00e9ments nocifs qui peuvent se r\u00e9pandre dans l\u2019eau. L\u2019\u00e9tude d\u00e9montre que 81% du lac est peupl\u00e9 dont 25% est en \u00e9tat de d\u00e9gradation d\u00fb aux pierres, ciment et autres mat\u00e9riaux qui nuisent \u00e0 la sant\u00e9 des berges. La bonne nouvelle est que remettre la v\u00e9g\u00e9tation apporte des r\u00e9sultats quasi imm\u00e9diats. Cet \u00e9t\u00e9, une \u00e9tudiante aide M\u00e9lanie qui \u00e9tudiera le c\u00f4t\u00e9 sud du lac et la rive ouest de la Blanche. Elle mentionne aussi que l\u2019\u00e9tude sur les castors commencera sous peu. Elle rappelle \u00e0 tous que le site Web renferme beaucoup d\u2019information et a invit\u00e9 toute personne int\u00e9ress\u00e9e \u00e0 se rendre \u00e0 la r\u00e9union de la F\u00e9d\u00e9ration le 20 juin.<\/p>\n<p><strong>5. Adoption du proc\u00e8s-verbal de l\u2019AGA de 2015<\/strong><br \/>\n&#8211; Propos\u00e9 par Deena Ryan, second\u00e9 par Rosanne Emard. <em><strong>Approuv\u00e9<\/strong><\/em><\/p>\n<p><strong>6. Rapport du Pr\u00e9sident<\/strong><br \/>\n&#8211; Bob Kerr a fait le suivi sur plusieurs dossiers sur lesquels s\u2019est pench\u00e9 l\u2019Association l\u2019an dernier dont les consultations publiques, le PDE, les collaborations avec la F\u00e9d\u00e9ration, le fonds sp\u00e9cial pour le PDE, l\u2019\u00e9chantillonnage de l\u2019eau pour le E-coli dont les r\u00e9sultats se trouvent sur le site Web. Une attention continue est accord\u00e9e au site Web et \u00e0 Facebook.<br \/>\n&#8211; Bob mentionne aussi notre campagne d\u2019adh\u00e9sion annuelle et que des trousses seront livr\u00e9es \u00e0 chaque r\u00e9sidence cette ann\u00e9e pour encourager une augmentation de membres qui se chiffraient \u00e0 142 en 2015. Il y a 450 riverains et l\u2019objectif de cette ann\u00e9e est 216 (pour l\u2019ann\u00e9e 2016) membres. Comme encouragement, tous les membres pourront participer \u00e0 un concours pour une croisi\u00e8re guid\u00e9e sur le lac accompagn\u00e9e de rafraichissements. Les r\u00e9gates annuelles auront lieu le 23 juillet.<\/p>\n<p><strong>7. \u00c9tats financiers<\/strong><br \/>\n&#8211; Mary Carman a pr\u00e9sent\u00e9 le rapport financier. Bien qu\u2019il y a eu une hausse des frais d\u2019exploitation cette ann\u00e9e (co\u00fbts plus \u00e9lev\u00e9s pour l\u2019\u00e9chantillonnage de l\u2019eau pour e-coli, appui pour la F\u00e9d\u00e9ration des lacs, achat de nouveaux T-shirts), et que la balance est moindre que les ann\u00e9es pass\u00e9es, l\u2019Association poss\u00e8de les fonds n\u00e9cessaires et les r\u00e9serves d\u2019exploitation requises de 1 an sous forme de d\u00e9p\u00f4ts \u00e0 terme. Cependant, il est n\u00e9cessaire d\u2019augmenter le nombre de membres pour augmenter les r\u00e9serves.<br \/>\n&#8211; Il y a des frais bancaires accrus en raison des frais rattach\u00e9s \u00e0 Paypal.<br \/>\n&#8211; Une augmentation des membres est n\u00e9cessaire pour mieux refl\u00e9ter la population du lac et pour permettre plus d\u2019\u00e9chantillonnage de l\u2019eau et autres projets. Elle encourage tout le monde \u00e0 parler \u00e0 leurs amis et voisins pour les encourager \u00e0 joindre l\u2019Association.<br \/>\n&#8211; Des T-shirts sont toujours disponibles.<br \/>\n&#8211; Propos\u00e9 par J.P. Mise en candidature et \u00c9lection des Administrateurs<\/strong><br \/>\n&#8211; Bob souligne le travail entrepris par plusieurs des membres du Conseil qui ne se repr\u00e9senteront pas cette ann\u00e9e et les remercie de leur pr\u00e9cieuse collaboration: Annie Perreault, Joanne Fleury, Hania Grabowski, Mary Ann MacIntosh, and Tom Scullion. Affaires nouvelles<\/strong><br \/>\n&#8211; Une question est pos\u00e9e au Maire \u00e0 savoir quand se feront les travaux pour la route et le pont endommag\u00e9s suite aux glissements de terrain r\u00e9cents. Il r\u00e9pond que le service de S\u00e9curit\u00e9 publique provincial fera le suivi prochainement.<br \/>\n&#8211; On demande des b\u00e9n\u00e9voles d\u2019inscrire leur nom pour faire partie de Comit\u00e9s social \/ le R\u00e9gates, et l\u2019\u00e9chantillonnage de l\u2019eau.<br \/>\n&#8211; Mary recommande que les r\u00e9sidents lui fassent savoir leurs impressions quant \u00e0 l\u2019activit\u00e9 au quai public de sorte \u00e0 pouvoir maintenir des statistiques pour mieux connaitre le niveau d\u2019activit\u00e9 sur le lac.<br \/>\n&#8211; F\u00e9licitations \u00e0 Mary qui fait des mises \u00e0 jour et la gestion de Facebook. Les membres appr\u00e9cient les photos de l\u2019environnement naturel qui y sont publi\u00e9es r\u00e9guli\u00e8rement.<br \/>\n&#8211; Le Maire rappelle aux membres les am\u00e9liorations qui ont \u00e9t\u00e9 faites au fil des ans dont le nouveau barrage.<\/p>\n<p><strong>11. Bob Kerr, Past President will be chairing the meeting as Peter Barton could not attend due to a previous engagement<strong>.<\/strong><\/p>\n<p><strong>1. Approval of Agenda<\/strong><br \/>\nMoved by Mary Carman, seconded by Hania Grabowski that the Agenda be approved. <em><strong>Approved<\/strong><\/em><\/p>\n<p><strong>2. Welcome and Introductions<\/strong><br \/>\nBob Kerr opened the meeting by thanking Mayor Jacques Laurin and Councillor Mireille Brazeau for their presence. He also noted that this year was the 70th Annual General Meeting of the Lake McGregor Association.<\/p>\n<p><strong>3. Word from the VDM Mayor and Councillors<\/strong><br \/>\n&#8211; Bob Kerr introduced the Mayor and requested that all questions be limited to issues pertaining to the lakes.<br \/>\n&#8211; Mayor Laurin said he was pleased to attend the meeting and see many of his neighbours since he also lives on McGregor Lake.<br \/>\n&#8211; Boat regulations: He mentioned that he was pleased with the consultations done last year and the new regulations reflect an increase in daily fees for non-residents, which will limit the number of boats, thereby increase security and help protect the lake. He added that there is still a need to care for our lakes and that if we don\u2019t care for them today, we will have to pay for it later. He says that other lakes with problems are now looking towards VDM for expertise. He also hopes that private owners will also support the regulations and not provide access for boats that can no longer access the lake at the public ramp.<br \/>\n&#8211; PDE: Mayor Laurin discussed the collaboration which began last Fall. He mentioned that procedures are well underway and that the resulting product will be very useful. The Municipal Urban and Environmental sections are part of the committee that oversees the PDE, as will be three members of the community representing agricultural, environmental and administrative aspects. Announcements will be made on June 21, and funding for ABV des 7 should be approved.<br \/>\n&#8211; Mireille Brazeau states that she understands that everyone wants the PDE to go faster, but that she believes that there are important initial steps that must be taken to ensure the project will be a success. There is a group of people that are engaged, motivated and the current administration has a vision for 8-10 years.<br \/>\n&#8211; The Mayor also raised other areas of concern such as the new school. He mentioned that the Municipality is growing quickly and grew over 50% since 2008. Approximately 350 new homes were built in the last 2 summers and there are 40 new constructions this year alone.<br \/>\nAs for the MCL project, the Mayor mentioned that the pre-project is approved, environmental study is done as are implementation studies that respect municipal and provincial legislation. The municipality is monitoring closely. He added that the request for a marina will need provincial authorizations.<br \/>\n&#8211; Mary Carman stated that the members had raised funds towards the PDE and asked for confirmation that those funds would be directed towards activities related directly to the lakes and not other aspects of the study such as sand pits. She also mentioned that 1 year is a terribly long time. The Mayor stated that although the timelines are longer than anticipated he believes that the results will be more complete and the report more detailed to allow us to proceed with ways to protect our lakes.<br \/>\n&#8211; Ren\u00e9 Parent, new President of the F\u00e9d\u00e9ration des lacs mentioned that it did not seem adequate that the Federation had but one representative on the Committee seeing that the study was raised to respond to the 4 years of study and analysis by the Federation. The Mayor asks his to forward information to him for consideration.<br \/>\n&#8211; Gary Anka highlighted the importance of the project and believes that collaboration is key to its success. He stated that according to the original work plan, timelines were set at 14 weeks which meant that at the end of June, we would have had results and be looking for sponsors to implement the recommendations. Mayor Laurin raised a concern that some projects in the past were done quickly and then were quickly forgotten, eg H2O. He believes their current approach will be more substantial and beneficial in the long run.<br \/>\n&#8211; Bob Kerr thanked the Mayor and the Councillor for taking the time to attend the Annual General Meeting.<\/p>\n<p><strong>4. Water Quality \/ Water Shed <\/strong><em>(Melanie Renaud)<\/em><br \/>\n&#8211; M\u00e9lanie Renaud was pleased to have accepted the invitation to attend. She says the large involvement of the members of the Association and the large attendance is in large part the reason for the quality of the McGregor lake. She mentions that contrary to other lakes, McGregor is in great shape, but cautions that we need to continue our water testing and continue to be interested in the health of our waters and shores. In the study undertaken last year, she determined that there was no problem with phosphor but that there was some lack of oxygen in some areas similarly to other lakes. Residents can make sure that the shoreline is vegetated which then acts as a filter and keeps out many of the harmful elements from going into the lake. The study showed that 81% of the lake is populated and that 25% of that is degrades, ie has stones, cement, other materials hat harm the health of the shoreline. The good news is that measures to vegetate the shoreline bring immediate results. This summer, a student is helping Melanie study the south end of the lake and the Blanche rives west. She also mentions that a beaver study will be starting soon. She reminds everyone of the Website that contains much information and also invites those interested to come to the Federation meeting on June 20.<\/p>\n<p><strong>5. Approval of 2015 AGM Minutes<\/strong><br \/>\nMoved by Deena Ryan, seconded by Rosanne Emard. <em><strong>Approved<\/strong><\/em><\/p>\n<p><strong>6. Report from the President<\/strong><br \/>\n&#8211; Bob Kerr reported on several files that the Association worked on last year, the most significant being the public consultations, the PDE, collaborations with the Federation, special fund raising for the PDE, water testing for E-coli which are on the Website. Ongoing attention is given to the Website, and Facebook.<br \/>\n&#8211; Bob also mentioned that we were now into our annual membership drive and that kits would be hand delivered to each residence this year in the hopes that we could increase membership which was 142 for 2015. There are 450 lake residents, so this year we are hoping to reach 216 members. As an incentive this year, we are offering a draw for a Sunset cruise complete with a guide and gourmet snacks. Also the Annual Regatta will be on July 23.<\/p>\n<p><strong>7. Financial Report<\/strong><br \/>\n&#8211; Mary Carman presented the financial report. Although there have been increased operating costs this year (cost increase for water testing for e-coli, support for Federation des lacs, purchase of new supply of T-shirts), and the balance is less than in preceding years, the Association does have the necessary funds and has the required 1year operating costs in reserve in the form of term deposits. However, it is important to get increased membership to increase reserves.<br \/>\n&#8211; Increased bank charges due to use of Paypal<br \/>\n&#8211; Increased membership is required to better reflect the lake population and to permit additional water testing and other projects.&nbsp; She encouraged everyone to talk to their friends and neighbours and encourage them to join.<br \/>\n&#8211; T-shirts are still available.<br \/>\n&#8211; Moved by J.P. Nominations and Election of Officers<\/strong><br \/>\n&#8211; Bob recognized the work undertaken by several Board members that are stopping down this year, and thanked them for their past efforts and engagement: Annie Perreault, Joanne Fleury, Hania Grabowski, Mary Ann MacIntosh, and Tom Scullion. New Business<\/strong><br \/>\n&#8211; Question asked of the Mayor as to when will the road \/ bridge would be improved following recent landslide.
