Bob Kerr, Président sortant, présidera l’assemblée en l’absence de Peter Barton qui avait un empêchement.

1. Approbation de l’Ordre du jour
Proposé par Mary Carman, secondé par Hania Grabowski. Approuvé

2. Mot de bienvenue et introduction
Bob Kerr ouvre l’Assemblée en remerciant M. le Maire Jacques Laurin et la Conseillère Mireille Brazeau de leur participation. Il mentionne que c’est la 70e Assemblée générale annuelle de l’Association du Lac McGregor.

3. Mot du Maire et de la Conseillère
– Bob Kerr présente le Maire et demande que toutes les questions portent que sur les lacs.
– Le Maire Laurin est heureux de participer à l’Assemblée et d’y voir plusieurs de ses voisins du Lac McGregor.
Règlements nautiques : Il est heureux des résultats des consultations de l’année dernière qui augmentent le tarif quotidien pour les non-résidents ce qui réduira le nombre de bateaux et augmentera le niveau de sécurité et aidera à protéger nos lacs. Il ajoute qu’on se doit toujours de protéger nos lacs si nous voulons les préserver. Il mentionne que d’autres lacs se tournent vers VDM pour son expertise. Il espère que les résidents supporteront aussi les règlements et ne donneront pas accès aux embarcations qui ne peuvent plus se servir des rampes publiques.
PDE : Le Maire a mentionné la collaboration depuis l’automne. Il mentionne que les procédures vont bon train et que le produit final sera très utile. Les sections municipales de l’Urbanisme et de l’environnement font partie du comité directeur du PDE de même que trois membres de la communauté représentant l’agriculture, l’environnement et les aspects administratifs. Des annonces auront lieu le 21 juin et le financement de l’ABV des 7 devrait être approuvé.
– Mireille Brazeau comprend que les gens voudraient que le PDE progresse plus rapidement mais croit qu’il y a des étapes initiales importantes qui assureront le succès du projet. Elle mentionne qu’il y a un groupe de personnes engagées, motivées et que l’administration en place a une vision de 8 à 10 ans.
– Le Maire mentionne aussi la nouvelle école. Il souligne que la Municipalité a un taux de croissance élevé qui a accru de 50% depuis 2008. Quelque 350 nouvelles demeures se sont construites depuis les deux dernières années et environ 40 nouvelles constructions cette année.
– Quant au projet MCL, le Maire mentionne que le pré-projet est approuvé, l’étude environnementale est faite de même que les études de mise en œuvre qui respectent la législation municipale et provinciale. La municipalité surveille le tout de près. Il ajoute que les demandes pour une marina nécessiteront des autorisations provinciales.
– Mary Carman mentionne que les membres avaient recueilli des fonds en vue du PDE et demande des rassurances que les fonds iront pour des activités bénéficiant les lacs et non pour d’autres aspects de l’étude, par exemple les carrières. Elle mentionne également qu’une année est une très longue période de temps. Le Maire mentionne que les échéances plus longues feront en sorte que le rapport sera plus détaillé permettant ainsi de trouver des solutions pour la protection de nos lacs.
– René Parent, nouveau Président de la Fédération des lacs, mentionne qu’il ne semble pas approprié que la Fédération n’aie qu’un représentant sur le Comité qui se penche sur des études et des analyses que la Fédération a mené depuis 4 années. Le Maire lui demande de lui fournir par écrit une demande pour sa considération.
– Gary Anka a réitéré l’importance du projet et croit que la collaboration est essentielle au succès. Il mentionne que selon le plan de travail original, l’échéancier de 14 semaines aurait permis d’avoir des résultats en juin, de sorte à chercher des commanditaires pour mettre en œuvre des recommandations. Le Maire a parlé de projets antérieurs qui ont été entrepris rapidement et oubliés aussi rapidement, par exemple H2O. Il croit que l’approche en cours sera plus bénéfique à long terme.
– Bob Kerr remercie le Maire et les conseillers de leur participation.

4 . Qualité de l’eau / Bassin versant Mélanie Renaud
– Mélanie Renaud mentionne que la grande participation des membres de l’Association est en grande mesure la raison de la qualité de l’eau du lac McGregor. Contrairement à d’autres lacs, le Lac McGregor est en bon état mais elle maintient qu’il faut continuer de tester l’eau et se pencher sur l’état de nos eaux et rives. Dans l’étude de l’an dernier, il n’y a pas de problème de phosphore mais qu’il y avait des problèmes d’oxygène à certains endroits comme c’est le cas dans d’autres lacs. Les résidents peuvent s’assurer que la berge a une végétation que agit comme un filtre et éloigne plusieurs des éléments nocifs qui peuvent se répandre dans l’eau. L’étude démontre que 81% du lac est peuplé dont 25% est en état de dégradation dû aux pierres, ciment et autres matériaux qui nuisent à la santé des berges. La bonne nouvelle est que remettre la végétation apporte des résultats quasi immédiats. Cet été, une étudiante aide Mélanie qui étudiera le côté sud du lac et la rive ouest de la Blanche. Elle mentionne aussi que l’étude sur les castors commencera sous peu. Elle rappelle à tous que le site Web renferme beaucoup d’information et a invité toute personne intéressée à se rendre à la réunion de la Fédération le 20 juin.

5. Adoption du procès-verbal de l’AGA de 2015
– Proposé par Deena Ryan, secondé par Rosanne Emard. Approuvé

6. Rapport du Président
– Bob Kerr a fait le suivi sur plusieurs dossiers sur lesquels s’est penché l’Association l’an dernier dont les consultations publiques, le PDE, les collaborations avec la Fédération, le fonds spécial pour le PDE, l’échantillonnage de l’eau pour le E-coli dont les résultats se trouvent sur le site Web. Une attention continue est accordée au site Web et à Facebook.
– Bob mentionne aussi notre campagne d’adhésion annuelle et que des trousses seront livrées à chaque résidence cette année pour encourager une augmentation de membres qui se chiffraient à 142 en 2015. Il y a 450 riverains et l’objectif de cette année est 216 (pour l’année 2016) membres. Comme encouragement, tous les membres pourront participer à un concours pour une croisière guidée sur le lac accompagnée de rafraichissements. Les régates annuelles auront lieu le 23 juillet.

7. États financiers
– Mary Carman a présenté le rapport financier. Bien qu’il y a eu une hausse des frais d’exploitation cette année (coûts plus élevés pour l’échantillonnage de l’eau pour e-coli, appui pour la Fédération des lacs, achat de nouveaux T-shirts), et que la balance est moindre que les années passées, l’Association possède les fonds nécessaires et les réserves d’exploitation requises de 1 an sous forme de dépôts à terme. Cependant, il est nécessaire d’augmenter le nombre de membres pour augmenter les réserves.
– Il y a des frais bancaires accrus en raison des frais rattachés à Paypal.
– Une augmentation des membres est nécessaire pour mieux refléter la population du lac et pour permettre plus d’échantillonnage de l’eau et autres projets. Elle encourage tout le monde à parler à leurs amis et voisins pour les encourager à joindre l’Association.
– Des T-shirts sont toujours disponibles.

9. Mise en candidature et Élection des Administrateurs
– Bob souligne le travail entrepris par plusieurs des membres du Conseil qui ne se représenteront pas cette année et les remercie de leur précieuse collaboration: Annie Perreault, Joanne Fleury, Hania Grabowski, Mary Ann MacIntosh, and Tom Scullion. Remerciement à tous.
– Jennifer Garland a été nominé au Conseil par Kevin Logue et secondé par David Younger. Nomination acceptée

10. Affaires nouvelles
– Une question est posée au Maire à savoir quand se feront les travaux pour la route et le pont endommagés suite aux glissements de terrain récents. Il répond que le service de Sécurité publique provincial fera le suivi prochainement.
– On demande des bénévoles d’inscrire leur nom pour faire partie de Comités social / le Régates, et l’échantillonnage de l’eau.
– Mary recommande que les résidents lui fassent savoir leurs impressions quant à l’activité au quai public de sorte à pouvoir maintenir des statistiques pour mieux connaitre le niveau d’activité sur le lac.
– Félicitations à Mary qui fait des mises à jour et la gestion de Facebook. Les membres apprécient les photos de l’environnement naturel qui y sont publiées régulièrement.
– Le Maire rappelle aux membres les améliorations qui ont été faites au fil des ans dont le nouveau barrage.

2016 McGregor Lake Association Annual General Meeting Minutes

Meeting opened at 10:15 am
Meeting is called to order. Bob Kerr, Past President will be chairing the meeting as Peter Barton could not attend due to a previous engagement.

1. Approval of Agenda
Moved by Mary Carman, seconded by Hania Grabowski that the Agenda be approved. Approved

2. Welcome and Introductions
Bob Kerr opened the meeting by thanking Mayor Jacques Laurin and Councillor Mireille Brazeau for their presence. He also noted that this year was the 70th Annual General Meeting of the Lake McGregor Association.

3. Word from the VDM Mayor and Councillors
– Bob Kerr introduced the Mayor and requested that all questions be limited to issues pertaining to the lakes.
– Mayor Laurin said he was pleased to attend the meeting and see many of his neighbours since he also lives on McGregor Lake.
– Boat regulations: He mentioned that he was pleased with the consultations done last year and the new regulations reflect an increase in daily fees for non-residents, which will limit the number of boats, thereby increase security and help protect the lake. He added that there is still a need to care for our lakes and that if we don’t care for them today, we will have to pay for it later. He says that other lakes with problems are now looking towards VDM for expertise. He also hopes that private owners will also support the regulations and not provide access for boats that can no longer access the lake at the public ramp.
– PDE: Mayor Laurin discussed the collaboration which began last Fall. He mentioned that procedures are well underway and that the resulting product will be very useful. The Municipal Urban and Environmental sections are part of the committee that oversees the PDE, as will be three members of the community representing agricultural, environmental and administrative aspects. Announcements will be made on June 21, and funding for ABV des 7 should be approved.
– Mireille Brazeau states that she understands that everyone wants the PDE to go faster, but that she believes that there are important initial steps that must be taken to ensure the project will be a success. There is a group of people that are engaged, motivated and the current administration has a vision for 8-10 years.
– The Mayor also raised other areas of concern such as the new school. He mentioned that the Municipality is growing quickly and grew over 50% since 2008. Approximately 350 new homes were built in the last 2 summers and there are 40 new constructions this year alone.
As for the MCL project, the Mayor mentioned that the pre-project is approved, environmental study is done as are implementation studies that respect municipal and provincial legislation. The municipality is monitoring closely. He added that the request for a marina will need provincial authorizations.
– Mary Carman stated that the members had raised funds towards the PDE and asked for confirmation that those funds would be directed towards activities related directly to the lakes and not other aspects of the study such as sand pits. She also mentioned that 1 year is a terribly long time. The Mayor stated that although the timelines are longer than anticipated he believes that the results will be more complete and the report more detailed to allow us to proceed with ways to protect our lakes.
– René Parent, new President of the Fédération des lacs mentioned that it did not seem adequate that the Federation had but one representative on the Committee seeing that the study was raised to respond to the 4 years of study and analysis by the Federation. The Mayor asks his to forward information to him for consideration.
– Gary Anka highlighted the importance of the project and believes that collaboration is key to its success. He stated that according to the original work plan, timelines were set at 14 weeks which meant that at the end of June, we would have had results and be looking for sponsors to implement the recommendations. Mayor Laurin raised a concern that some projects in the past were done quickly and then were quickly forgotten, eg H2O. He believes their current approach will be more substantial and beneficial in the long run.
– Bob Kerr thanked the Mayor and the Councillor for taking the time to attend the Annual General Meeting.

4. Water Quality / Water Shed (Melanie Renaud)
– Mélanie Renaud was pleased to have accepted the invitation to attend. She says the large involvement of the members of the Association and the large attendance is in large part the reason for the quality of the McGregor lake. She mentions that contrary to other lakes, McGregor is in great shape, but cautions that we need to continue our water testing and continue to be interested in the health of our waters and shores. In the study undertaken last year, she determined that there was no problem with phosphor but that there was some lack of oxygen in some areas similarly to other lakes. Residents can make sure that the shoreline is vegetated which then acts as a filter and keeps out many of the harmful elements from going into the lake. The study showed that 81% of the lake is populated and that 25% of that is degrades, ie has stones, cement, other materials hat harm the health of the shoreline. The good news is that measures to vegetate the shoreline bring immediate results. This summer, a student is helping Melanie study the south end of the lake and the Blanche rives west. She also mentions that a beaver study will be starting soon. She reminds everyone of the Website that contains much information and also invites those interested to come to the Federation meeting on June 20.

5. Approval of 2015 AGM Minutes
Moved by Deena Ryan, seconded by Rosanne Emard. Approved

6. Report from the President
– Bob Kerr reported on several files that the Association worked on last year, the most significant being the public consultations, the PDE, collaborations with the Federation, special fund raising for the PDE, water testing for E-coli which are on the Website. Ongoing attention is given to the Website, and Facebook.
– Bob also mentioned that we were now into our annual membership drive and that kits would be hand delivered to each residence this year in the hopes that we could increase membership which was 142 for 2015. There are 450 lake residents, so this year we are hoping to reach 216 members. As an incentive this year, we are offering a draw for a Sunset cruise complete with a guide and gourmet snacks. Also the Annual Regatta will be on July 23.

7. Financial Report
– Mary Carman presented the financial report. Although there have been increased operating costs this year (cost increase for water testing for e-coli, support for Federation des lacs, purchase of new supply of T-shirts), and the balance is less than in preceding years, the Association does have the necessary funds and has the required 1year operating costs in reserve in the form of term deposits. However, it is important to get increased membership to increase reserves.
– Increased bank charges due to use of Paypal
– Increased membership is required to better reflect the lake population and to permit additional water testing and other projects.  She encouraged everyone to talk to their friends and neighbours and encourage them to join.

9. Nominations and Election of Officers
– Bob recognized the work undertaken by several Board members that are stopping down this year, and thanked them for their past efforts and engagement: Annie Perreault, Joanne Fleury, Hania Grabowski, Mary Ann MacIntosh, and Tom Scullion. Thank you to all.
– Jennifer Garland was nominated to the Board by Kevin Logue and seconded by David Younger. Nominations accepted

10. New Business
– Question asked of the Mayor as to when will the road / bridge would be improved following recent landslide. He responded that the Provincial Public Security will be looking into this shortly.
– Volunteers are asked to sign up for a new Social Committee / Regatta, as well as for Water Quality testing.
– Mary recommends that residents can advise her of observations of activity at the dock so that we can maintain statistics to better ascertain access activity on the lake.
– Kudos to Mary on the updates and management on Facebook. Members appreciate wildlife and nature pictures that are posted regularly.
– Mayor reminds everyone that many good things and improvements have been done over time and dam redone.
